Efforts to Repeal State Death Penalties

As anticipated, Maryland Gov. Martin O'Malley announced Thursday that he will work to win the repeal of the state's death penalty during the second half of his term.

[H]is promised introduction of a death-penalty repeal bill will face strong opposition, probably leading to a major political battle. O'Malley said the death penalty is not a deterrent, wastes resources that could be better spent fighting violent crime and leaves the state open to the possibility of executing innocent people. "That risk alone should be enough to repeal it and substitute it with life without parole," he said.

A death penalty repeal bill has also been introduced in Nebraska.

    A death penalty repeal bill has also been introduced in Nebraska? I would be truly stunned if this ever passed.

    would be bucking my theory as to the type of Governor that would try to abolish the death penalty. The second half of being term limited is when I would expect a Governor to take that kind of political risk. Trying to end capital punishment in his first term is a bold move that should be applauded.

    1.  Some resources are wasted due to excessive appeals.
    2.  The death penalty also SAVES resources when people plea bargain to guilty of murder and get life without parole rather than face a possible death penalty.  If there is no death penalty then the LWOP defendents will plea bargain to less than LWOP.
    3.  One less maximum security lifer is a saved resource.
