Officer Who Abused Power Agrees to Find Another Job

by TChris

Jersey City Police Officer Julio Luna moved to a different apartment in his apartment building, but he left his bed behind. His landlord put the bed in storage. When Luna demanded that the landlord pay him $1,000 for the bed, the landlord told Luna he could have his bed back. Luna responded by placing his landlord in handcuffs. That act prompted the landlord to agree to pay the $1,000, but when the landlord showed up the next day, he brought the bed, not the cash.

Luna again handcuffed the landlord, then took him to jail. The landlord “wasn't released until he'd agree to a deal - brokered by an unidentified cop wearing uniform pants and a white T-shirt - in which he'd give Luna a month's free rent and a free parking spot, worth about $829.” About a year later, Luna was indicted on two counts of official misconduct and one count of theft by extortion. He just agreed to enter a pretrial diversion program which -- if he completes probation -- will result in the charges being dismissed. To obtain that deal, Luna agreed that he’d never work as a police officer again.

Sounds like a REAL sweet deal for the officer. He better do all he can to complete the diversion program and I hope he understands that he is lucky he is not going to prison for kidnapping. I have mixed feelings on this one. I suppose it really does no good to put him in prison as he is likely not a threat to society but I hate to see him "skate" by only losing his job. Although I don't, I know a lot of TL members have a bad taste for law enforcement and guys like this don't help the pubic image of the police.

And the police wonder why there is such derision for 'cops' (generally speaking). The intimidation factor is always there; some of us are more immune to it.

fortunately for all of us, rogue cops represent a small % of the total, and make it that much harder on the good ones. this is true at every level of law enforcement, in my experience, both personal and professional. the biggest problem, especially at the local and city level, is the generally low pay, with consequent low entry-level requirements; you aren't going to get the "best and brightest". add to that the generally short & poor training most get, and you have a prescription for problems. the real wonder is that there aren't more like our friend out there, not less. just goes to prove that the rest are either smart enough to not get caught, or are much more honorable then this bozo.

How long would I be in prison if I did that?

Generally speaking, there is far more support for law enforcement than many here would have you believe, despite the instances of misconduct. Generally speaking of course.

Yeah, generally speaking of course, there is a general 'support' for law enforcement. Whatever you think, Patrick - whatever makes you happy. I don't agree with you, Patrick. We've gone this way before.

Well, Kitt, certainly your opinion doesn't make something so, just like mine doesn't either. If you look outside blogs like talkleft, I think you'll find there's more evidence to support my position. But as you say, whatever makes you happy.

Generally speaking, people are not infallible.

Uh... what does this have to do with law enforcement? This guy wasn't enforcing a law. He was being a monster.

Even worse, he abused a position of trust.

    Yes,
Uh... what does this have to do with law enforcement? This guy wasn't enforcing a law. He was being a monster.
This specific example has nothing to do with law enforcement. He was abusing his position, and deserved what he got and probably more. Unfortuantely prosecutors make all kinds of deals in the interests of expediency. Why is this different? My comments were directed to the person who was trying to use this specific instance to take a shot at all cops.

Abuse of power should come as no surprise.
